For the CPU usage, check out Win32::PerfLib. For checking the CPU temperature, see http://msdn.microsoft.com/library/default.asp?url=/library/en-us/wmisdk/wmi/computer_system_hardware_classes.asp. If that doesn't help you may have to rely on something like Motherboard Monitor (http://mbm.livewiredev.com/).
