Windows 2000 and Windows XP have a "new" feature not seen in
prior versions of Windows.

I suspect people experiencing this problem are attributing
it to Win32::GUI (which they are using for development) and
simply not noticing that ALL programs suddenly have been
omitting the Tell-tale (keyboard navigation indicator, or
extra keyboard help) _.

The Windows feature can be found in two places on Windows 2000:

1) Display properties, Effects Tab, checkbox entitled "Hide
keyboard navigation indicators until I use the Alt Key".  To
enable the Tell-tales, clear this check box.  OR...

2) Control Panel, Accessibility Options, checkbox entitled
"Show extra keyboard help in programs".  To enable the
Tell-tales, check this check box.

Yes, the two boxes affect the same setting, but are
displayed and described in the opposite sense.   I believe
that in Windows XP, only the 2nd option exists to control
