Isnt utilisation Util=Busy/Time as part of normal Queuing theory 
parlance, therefore included as an important part in any capacity
planning along with X(N) and R(N), throughput and reposnse time ?   

Resource utilisation should be part of any performance monitoring
exercise of any data center. More from our Guerrila Capacity Planning
class, I got the picture that a basic capacity plan could include:

 - performance monitoring (sometimes implemented using a commercial software, 
sometimes you appreciate your UNIX admin :) )
 - performance analysis
 - trends, forecasting

Not everybody has budget to spend and use commercial software.
For small budgets and from case to case you can build a capacity
planning model of your site using the starting examples from GCaP.

Right. I have been in GCaP class, kept by Neil Gunther 
and my questions actually come part of the feedback from the class, 
part from my side:

 - corestat integrated into Solaris. Customers as well asked about 
this and why is not integrated into (Open)Solaris.
 - nicrec
