Does our Engineer able or capable to replace the East European engineer ?  Or at least worked with standard or level as they are ?  Because I had my experience with my collegue, he hold a ATT class II and joint as Chief engineer. He's Engineer and rating was foreigner but He is totally cannot speak English.
