It depends on the scope, and if it has the proper counterweight.

You can get surprisingly good photos with astrotracer, especially if you stack 
them, but a tracker would probably really help.

The other option is to go for astro landscapes.  

The phase of the moon is critical.   It would also really help to start out 
with a plan of what you want to photograph, and practice in less than ideal 
conditions.
