Technically, mostly to keep the right of way.  As long as a train runs on it 
every so often they maintain the right of way.  The way that is done these days 
is a scenic run between Roaring Camp and the Boardwalk in Felton.

The last time I rode in a locomotive was on that run.

Until WWII those tracks continued all of the way to San Jose, however due to 
worries about a Japanese invasion, they blew up the tunnels.  This also had the 
unfortunate side effect that if someone wanted to ship freight between Santa 
Cruz and the rest of the world they now had to go through Salinas and Southern 
Pacific had to charge them more.  

One of those tunnels, however, was turned into a nuclear war proof storage

When I was a kid there were a couple of mines producing high quality sand that 
were a short ways up (North and higher elevation) than Roaring Camp and they 
used to ship trainloads of sand.
