I wonder if the DPReview guys RTFM? I just pulled down the K-1ii manual, did a
search for Noise. On pages 55-56 there are detailed instructions on how to set
High-ISO Noise Reduction. The available options under Settings Menu screen 2
are Auto, Low, Medium, High, Custom, and Off. When Off is selected, Noise
Reduction is not applied at any ISO setting. When e.g. Low is selected, a Low
degree of Noise Reduction is applied at all ISO levels. Under Custom, the user
can step through all available ISO levels and select the desired level of noise
reduction for each level. The screen shot for this step is too small, I can’t
be sure what the options are, but I believe they are Low, Medium, and High. Off
option may be missing.

So, it seems that the User does have a choice. Can either turn Off High-ISO
Noise Reduction across the board, or turn NR on at one of three levels across
the board, or turn NR on at varying levels according to your preferences.

My conclusion, based on the above, and also on reading comments here and on
DPReview, is that their conclusion is off the mark.

I have two K-1 bodies. The upgrade program is supposed to start on May 21st
according to the original press release. I intend to go ahead with an upgrade
on one of the bodies. When it is returned, I will do what I can to compare K-1
vs. K-1ii and verify that no great image quality degradation has occurred.
Assuming all is well, I’ll then send in the second body.
