AFAIRC, the EV values were only used on a few cameras where you could not set the shutter speed/aperture, but set the EV value on a scale on the lens (or body). It will adjust as you change the shutter or aperture scales, as it does on an old Lunasix 6 meter I use with my Rolleicord. There is no way normally to alter its value except by altering shutter speed, aperture, or ISO.
