Just brings up a blank page. NoScript says I can forbid about:blank if I
want to.
But for NoScript it would do a trivial redirect to here:

What NoScript was telling me was there were no scripts to block. There
was nothing there but a blank browser page.
Usually when a page comes up missing stuff, I check NoScript to see if I
need to temporarily allow something.
