OEM software means that you buy the software with hardware. It's
legal to buy in the US too. The website though is a total scam.
One thing that legit sellers used to do back in the day was to sell
you OEM versions of Office or Windows with a fan or blank drive panel,
or even a screw. This was a long time ago, and that doesn't happen
anymore.
Plus, I don't think Adobe *ever* did OEM software. When did anyone
ever buy a computer with Photoshop pre-installed?
Some earlier versions of Photoshop might have come bundled or preloaded.
When I bought my Nikon CoolScan IV ED, Adobe Photoshop 5 Limited Edition
came bundled with it. Came in the box as a CD since the CoolScan didn't
have any capacity to have software preloaded on it.
It was not upgradable to Photoshop 7 when I bought that version in 2004,
but I don't know if that was because it was too far down-level by the
time I wanted to upgrade or if it had never been upgradable.
Seems to me it *should* have been upgradable to the regular version of
Photoshop 5 while that was still the current version, which should then
subsequently have been upgradable to Photoshop 6, Photoshop 7
... but I don't know if it ever was.
