It's more of a public nuisance/disturbing the peace ordinance.  They
already have a law on the books that prohibits cursing in public, but
they can't (and never have) enforce it due to First Amendment
protections.

It's just another example of charge stacking where they'll throw
several related charges at you so that even if one gets thrown out in
court, they'll have backup charges to prosecute you on.  It's the same
concept with adding laws to cover specific actions rather than simply
allowing a single umbrella charge.  Why charge you with just
disturbing the peace when they can also charge you with disturbing the
peace, cursing in public, loitering, and etc.
