The current version of Photoshop Elements will allow you to use the latest version of Camera Raw, and has more capabilities than Photoshop 7. It's about $80-90.
There's no comparison to how much editing freedom you have when editing raw files vs JPEGs, and with Photoshop Elements vs Picasa.
