I'd make it a part of the contract for this sort of outsourced catering that the corporate executives and board board of directors of the company doing the catering be required to eat their every meal from the menus they provide to the VA.
Should be required in every business, but most especially in government. In the software world, it'd knows as "dogfooding" or "eating your own dogfood".
