I'd guess Caspian Tern. According to my bird book, the Arctic Tern has a
more pronounced "V' shape to the tail feathers.  The Caspian is also
much larger although it's difficult to gauge size from the photo.

I'm constantly amazed by these migratory species.  The Arctic Tern
especially manages to migrate from the northern polar regions to
Antarctic areas to escape the northern winter - and then back again.
Every year. Amazing!
