I think he has come out at the right time, and in the right position. I'd say he is cycling as advocated by the likes of John Franklin in Cyclecraft. It seems that drivers give more space to cyclists who are NOT wearing a helmet than to people who are. This is thought to be because they assume that people wearing a helmet know what they are doing, and people like me do not.
