That's Alberto, The Ice Emperor. He's getting a bit long in the tooth by now, but back in the day I think he won the annual ice race four years running. It wasn't unusual up until several years ago for the guys (and gals) to dress up a bit, have a bit more fun with it than they do now. A few of the old-timers still do, but I think there were maybe two or three guys that did it this year, including Alberto.
