Sadly, we can always count on some people to turn out stupid and dishonest at the worst moments. In southern BR we had an emergency due to extra heavy rains, and some of the relief stuff was sold by an enterprising gang. Government also played a very important role in that tragedy - the rain was just too intense, and no one had the idea of warning about probable landslides. And of course, many would just not go away the risk areas until it was too late.
