There has been a Hoya/tokina connection for years, not sure exactly what it was, but in the early 80's there were a pair of matching series of excellent Hoya HMC and Tokina RMC lenses that were obviously made by the same mfgr, with just very slight trim differences....These lenses are excellent values as they don't Sell for much but have outstanding build and optical quality....The Hoyas Are far rarer, they may have been sold only on the Japan market or something.

I suppose the interviewer has enough journalistic ethic which would mean Tokina is indeed owned by Hoya.
