Thanks, Bruce.  The small ring is a 28.  It's a half-step plus granny 
crank set.  28-44-48.  I imagine it just looks small because the other 
rings are so much larger.  A 28-38-48 is much more common these days. 
Shifting from the small ring to the middle is finicky, but it otherwise 
works nicely.  A better FD would probably help, but I had that one in 
the parts box and figured it's good enough for now.
