I've noticed that too. I made an exposure series yesterday in very bright 
sunlight and had 
virtually identical (and pretty much bang on) exposures through the aperture 
range with an 
M200/4, and then I repeated with a 2x teleconverter mounted as well, and got 
the same result.
This also lines up with some shooting I did a while back of my dogs cavorting 
on a beach in BC. 
Full sun, no exposure problems.
It leads me to believe that Jim King is correct and that the meter goes wonky 
close to the 
bottom of it's sensitivity range.
