No, I don't want to use a loose tripod. What if there's an opsticle there sometimes? We're planning to make special, stationary camera mounts. I know this was done in other projects - like when they built the Faro Bridge. The location has to be exactly the same every time. My big consern is - if I use digital - will a camera (a specific size of CCD/angle of view) last for 8 years? If I use film, will I be able to get it developed in 2016?

You'd have to scan all the images, and that might lead to some disparity. I would definitely use digital. With one lens of course. A fixed focal point and established parameters for color temp and exposure. I'd pick a landmark that wouldn't move to mark the edge of frame. I'd shoot of a tripod and mark the tripod mount location. Don't make it difficult. For a moving picture you definitely don't need any higher res than what a 6 megapixel camera can deliver.
