There are actually (considerably) cheaper "dedicated" 35mm scanners - 
from Plustek, Pacific Image etc. Not sure if these actually scan better 
than flatbeds, though...

You should also be able pick up a used Scan Dual IV for below $200 (or 
at list, I was.)
