Nope, The full CCD means that your 28-70 mm lens is still 28-70 mm. If CCD is smaller than 35 mm frame that means your 28 mm lens is longer than that. There is a multiplication factor to get the 35 mm equivalent focal distance. The main disadvantage of that is, if you want a 28 mm equivalent you probably needs a 17 mm lens.
