The Clinton White House had an opportunity to take out bin Laden in December
2000 and decided against it--because it would have required forces on the
ground and there would have been American casualties. This according to ABC
News. The then-Administration decided that the public wouldn't accept
American casualties in the service of such an end.
The wrong decision, obviously. But that's second guessing. Probably, at the
time, it was the "right" decision. Lots of things are tragically clearer in
hindsight....
