Looks like it was airbells, then if it was small discs rather than
spots. I've never used Xtol but I'll beware if ever I do, although it
shouldn't matter in a Jobo ATL1000, I hope.
For those of us who don't like presoaks (I've got no preference) two
solutions come to mind. One is to start the process in the dark with an
open drum and plunge the film reels into the tank and get the lid on and
the agitation under way as quickly as possible. This is the
recommendation for long multi-reel stainless steel tanks AFAIK. The
other solution is to agitate for the entire first minute (you shouldn't
be giving initial agitation less than 30 sec anyway), but then you'll
need to re-appraise the subsequent agitation and/or the developing time.
