It's the luck of the draw unless you insure. Never use brand names or anything but generic item descriptions on customs declarations. That said I did receive from the Czech Republic US$133 cash in an envelope where the sender had very honestly listed "cash 133,00 USD" as the contents on the very obvious customs declaration.
