The wheels are for controlling the Giant Talking Head in the next
room.  You can't see them in the photo, but there are curtains in the
ceiling that normally envelop the guy using the wheels.  If the
curtains are moved, one is to instruct the Talking Head to bellow :
"Pay no attention to that man behind the curtain!"
