By some quirk of French law they are not considered automobiles, so people with suspended licenses buy them.
I think it is a quirk of Canadian law that considers them automobiles.
They are cute, and surely will be cheap to operate, but I have my doubts about the durability and drivability of them in a Saskatchewan winter.
