I suppose it depends on what you're doing with photos. I found 7 to be a vast improvement over 6 for photo repair and restoration, and the file browser is a wonderful tool, once you get to know it. As for it being a memory gobbler, I'd disagree on that point as well. It ran very well on a Win98 machine with 512mb of memory. Can't remember ever needing the scratch disk.
Now, compared to Elements, maybe, but it's all relative.
