Did you compare it when the *ist was the *only" USB device connected on the
same controller?
If you had for example a mouse or a keyboard on the same USB 1.1 controller
or
the controller shares the same interrupt with another device (that's normal
on non APIC systems),
this could have caused the slowdown. Also USB drivers and the operating
system could have an influence too.

I think the bandwidth of both USB connection specs should leave enough
reserve, it really depends on the
writing and reading speed of the media (CF-Cards etc.) Saw some tests of
scanners, where USB 1.1 or USB 2.0
did not matter speed wise. Sometimes it is just marketing....
