I have created just such a program, and it occured to me that
this might be of interest to a few more *ist-D owners.

Usage is fairly straghtforward:

halfsize <input-file> [<output-file>: defaults to halfsize.jpg]

The source is just there so you can see what it is doing; in
order to be able to build it yourself you'd need my TiffSubs
class library as well as libtiff, libjpeg, and libpng.
