I'm not an expert on North american raptors by any stretch of the imagination but I've been having a trawl. Sharp-shinned hawk looks to be a possibility http://www.hawkmountain.org/education/sharpie.htm (be careful using this site - some pages have _huge_ jpeg thumbnails on) Even better, I think, is a Cooper's hawk. I had an inkling that this is a juvenile and I think the bottom picture on the right is a pretty close match. http://www.mbr-pwrc.usgs.gov/id/framlst/i3330id.html The page also notes that Goshawk and Sharp-shinned juveniles are similar but have denser belly streaks. My bet is a juvenile Cooper. I will show the pic to an RSPB person and see what they say. mike
