ND filters aren't cheap for large lenses.  I'm already resigned
to having to buy a 77mm for my 200/2.8 so that I can use it at
full aperture.  Fortunately the 300/2.8 takes drop-in filters.

As for "why" - take a look at a shot taken at f2.8, and compare
it to a shot taken with a smaller aperture.  The increased depth-
of-field from the smaller aperture isn't always desirable.
