You should check with your local municipality, some do have extremely stringent rules on that. However, if you are doing average hobbyist amounts like 16 fluid ounces to develop a couple rolls of film it is doubtful that you are doing enough to break the law or damage the environment. If you have a good minilab in the area that uses an electrolytic silver recovery unit you can pack up your used fixer and stabilizer (if used) and have them run it through their machine. They get to harvest the silver so it would be a win/win situation. Developer and stop either flush down the drain with a lot of water or save and bring it to the next hazardous household chemical recycling day.
