It's a good photo essay but I think it misses a critical point - the impact of the sand on you and your family is implied, but is not directly presented. Maybe a few shots of the sand piled up on your window sill or the roof of your car would drive the point home, as would shots of the quarry going full tilt in the dead of night.
BTW - don't you have muck-raking journalists over there? Here in the states local TV journalists just live for that kind of story - they'd chronicle your ordeal, ambush the mayor as he steps out of his house in the morning ("Is your refusal to remedy this problem really the result of corruption or is this simply a case of incompetence?") and comment that the cement company failed to return their call (typically made 2 minutes before broadcast.)
