Yes, make a complaint. It may not do much good but, at least you will have voiced your dissatisfaction.
Hotmail has a fair amount of problems in this respect, too, but I haven't been able to find anyone that will listen to my complaint. Hell, as far as I can see, there's no way for me to voice a complaint. I'm a paying customer, too. When my subscription runs out, I'm going elsewhere.
??? Are you talking about PDML, or Hotmail? My Hotmail account is free but rather unstable. Yahoo is much better. However, since both are free, I don't complain.
