This is a often-debated question. In my experience, a lens can be cleaned, perform OK and not develop fungus anymore if it is is kept in a dry and well lighted environment. Of course, if the fungus has spread so much that its acids have eaten away the coating or etched the glass surface, the only way to restore would be to re-grind and re-coat the lens, which would cost many times the value when brand-new of all but the most expensive lenses.
