Here's some hints, which you can turn into Actions if you like.

Method One:
Select> All
Edit> Stroke (Width: 2 px; Color: Black; Location: Inside; Blending
Mode: Normal; Opacity: 100%)
Select> Deselect

Method Two:
Select> All
Select> Modify> Border (10 pixels)
Edit> Fill> (Contents: White; Blending Mode: Normal; Opacity: 100%)
