The person who won't be prosecuted is the original manufacturer of
the joke currency, not the person who used one at the Dairy Queen.
Proffering a bill like that, and accepting a hamburger (plus $198 in
change) in return, is a fairly clear-cut case of fraudulent conversion.
Not only could he be prosecuted - he'd almost certainly be convicted.
