I don't think so. The slider on the back is just a plastic calculator.
The camera controls the flash based on the ISO set on it.

read that you can change the ASA setting on the back of the flash to
fool it.So if i wanted to cut the flash down a bit(as the 280t does
not have a thyristor)with ASA 100 in the camera,set flash at 200 or
400 and the flash SHOULD give a smaller flash burst correct.The
higher setting is telling the flash its more sensitive film and less
light need.Am i reading this correctly?

Fill flash with the Super Program is a bit inconvenient, but works.
Try this...
With the flash off, take the lens off of the A setting and meter the
scene.
Look for an f stop where the shutter speed goes to 1/125.
Leave the lens at this f stop and turn the flash on.
You now have a 1 to 1 ratio, ambient to flash lighting.
You have to fiddle with the aperture and/or exposure compensation
dial
to get different ratios.
