The reason that we select only the "IP-in-IP" tunnel mode, instead of the all possibilities/flexibilities that described in https://iana.org/assignments/bgp-tunnel-encapsulation/, is that we want to keep the solution light enough, and omit the tunnel capabilities negotiation procedures. Actually, there may be other possibilities for the overall solution, for example IPv4 traffic over IPv6 carrier, or IPv6 traffic over IPv4 carrier etc. We just try to avoid to make them as one option. The key points of the overall solutions are the central control(via PCE), dynamic routing(via simple BGP) and control(via PCEP protocol), which we call CCDR(Central Control Dynamic Routing). >From the POV of the operator, we just want to follow the KISS philosophy.
