This document is updated after discussion with various association draft 
authors. 

The main changes in this update are - 
(1) Handling of Operator-Configured Associations (e.g. Policy) and Dynamic 
Associations (e.g. Protection)
(2) Operator-configured Association Range to avoid clash of association id
(3) Removal of any restriction on Association Source 
(4) New Error codes and handling
(5) Manageability, Security considerations

Please review and send us your comments. 

We should also think about early IANA allocation for this draft, as multiple 
implementation exist.
