that is the same issue that I am running in to
I have controled a few rigs who use the web sdr linux web server
but the creator flat out refuses
to to release the binaries  for the sdr software
the website that you can find ut more on the web based receiver wich is blind friendly

I even emailed him several times and haven't heard a peap from him one of the rtl sdrs that I have controled is
from Peterborough england

you must use chrome or firefox select blind as the choice you have 2 radio buttons once blind is selected
check the box that says use keyboard or something to that extent
turn off your screen readers browse mode etc you will need that turned off to tune around the band
if memory serves
its either control left and right aro or shift left or right aro
this is the only software that I have found that is blind friendly but like I said good luck trying to get a hold of the binaries to set it up
