It's a German maybe european thing, I don't know because I'm not using it myself, but its very accessible.
I used to have a builtin card, but I never found it accessible. I think it was a Haupage TV card. And I know what you mean; it's a shame that Microsoft doesn't do the Mediacenter in Windows 10 anymore.
