Dane, I am fairly certain that we used both in the US and that the Motorola system was slightly more common in the end, but it was never controlled as you said and that likely hurt its chances to succeed. However, FM really took off here in the 80's and 90's and that also probably hurt and may have been the biggest reason that AM Stereo didn't make it. Who knows.
