Have you been running Windows up date? If not, you must do so right away. See, your PC must be completely up to date if you want to install Win 8.1. Once you've run Win update and updated your PC all the way, then and only then will you see it when you open the store. They explained this on Windows Weekly. Paul Thurrott did.
