Bit rate--sampling rate. Which is which?

The subject line pretty well covers it.  I  just cannot remember which 
number is the bit rate and which is the sampling rate.  For example, I 
often encode mono voice files at 32000 22050.  But which is the sampling 
rate and which is the bit rate?  Back to basics! Thanks.
