Hank,
When you've finished recording a track in reaper, the highlight is at
the end. So you press either, control-home, or home on its
own. Then the file will play from the start.

Maybe REA access is no un der developement, but as at the last
release of reaper i believe that it worked pretty good.
One of the facilities I like in reaper is that, I can record track
1, say first vocals, guitar, or bass, then monitor that track while
recording next instrumental parts or further dodgy harmonies.
If this can be done in audacity then that might suit me just as well.
But for MIDI and audio then Sonar (costs a few dollars
though) reaper may be best value.
Somebody who has used audacity with extensive midi control could
better advise you.

Reaper with Reaccess is a possibility but quite flaky.
If you have the patience of Jobe and the willingness to endure a
long, hard learning curve, you could try Sonar.
N-track studio is another possibility but is inaccessible to
screen readers in important places
Sound Forge is a multi-channel editor rather than a multi-track
editor and is morphing into a multi-channel video editor.
Some work has been done to make Pro tools accessible but I don't
know what progress has been made with it.
