Skype talking doesn't show up in the list of external programs to be allowed by skype. It just plain doesn't open. Of course this had to happen when I upgraded from the beta. That one worked just the way it was supposed to.

Did you tell skype to allow it? You'll have to do that before it comes on. What it should do normally when you hit the shortcut is to call skype. Let me know if what I suggested resolves the issue.
