Oh! forgot to mention, I got software with my TV Tuner Video card, I use Winfast PVR2. I'd call it accessible yep though you need to move the mouse around a bit and do a little clicking though all the Screen Readers I've used - including my personal favourite of NVDA - have perfectly good navigation controls for the mouse thus the software's perfectly accessible <smile>.
Plenty of hotkeys available too! though the help's a bit difficult to read sometimes.
